REGULAR MEETING MAY 12, 2008 <br /> <br /> <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember White made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Oliver Davis <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br />th <br />Councilmember Oliver Davis welcomed the development into the 6 District and looks <br />forward to working with them in the future. <br /> <br /> <br /> <br /> <br />BILL NO. 20-08 PUBLIC HEARING TO VACATE THE <br /> FOLLOWING DESCRIBED PROPERTY: THE <br /> FIRST ALLEY TO BE VACATED IS THE FIRST <br /> EAST/WEST ALLEY SOUTH OF GOLDEN <br /> AVENUE FROM WOODWARD AVENUE TO <br /> THE FIRST NORTH/SOUTH ALLEY FRO A <br /> DISTANCE OF 120 FEET AND A WIDTH OF 14 <br /> FEET. THE SECOND ALLEY TO BE VACATED <br /> IS THE FIRST EAST/WEST ALLEY SOUTH OF <br /> GOLDEN AVENUE FROM RIVERSIDE DRIVE <br /> TO THE FIRST NORTH/SOUTH ALLEY FOR A <br /> DISTANCE OF 120 FEET AND A WIDTH OF 14 <br /> FEET <br /> <br />Councilmember Varner made a motion to continue this bill until the May 27, 2008 <br />meeting of the Council. Councilmember Rouse seconded the motion which carried by a <br />roll call vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 22-08 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, AUTHORIZING <br /> PREAPPROVED PAYMENT OF CLAIMS <br /> <br />Councilmember LaFountain, Chairperson, Personnel & Finance Committee, reported that <br />this committee held a Public Hearing on this bill this afternoon and sends it to the full <br />Council with a favorable recommendation. <br /> <br />th <br />M. Catherine Fanello, City Controller, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br /> <br />Ms. Fanello advised that this bill would allow certain types of claims to be paid prior to <br />approval by the Board of Public Works. Expenditures of city funds are generally <br />approved by the Board of Public Works (“Board”) at its regular meetings, including <br />approval of claims such as payroll, insurance, utilities, rental agreements, bond payments, <br />and taxes. She noted that since the Board does not meet daily, the attached ordinance <br />will allow certain types of expenditures to be paid prior to Board approval. <br /> <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br /> <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Varner made a motion for favorable <br />recommendation to full Council concerning this bill.
