~- <br />ZONING & ANNEXATION COMMITTEE <br />APRIL 27, 2009 <br />Committee Members Present: AI "Buddy" Kirsits, Chairperson; Oliver Davis, <br />Vice-Chairperson; Tom LaFountain; <br />David Varner <br />Other Council Present: Henry Davis; Ann Puzzello; <br />Karen White <br />Others Present: Steve Cooreman, Pam Meyers, Larry <br />Magliozzi, Martha Lewis, David Sassano, <br />Christa Nayder, Kathleen Cekanski-Farrand, <br />Jamie Loo, John Byorni, Jeff Jankowski, Mayor <br />Luecke, Catherine Fanello, Mark Lyons, Gary <br />Gilot, Larry Cook, Carol Davis, Kamesha <br />Williams <br />Agenda: Bill No. 15-09 -Amend Code Chapter 21 - <br />Define Board of Zoning Appeals <br />Chairman Kirsits introduced Christa Nayder from the APC who along with John <br />Byorni, Director, of the Area Plan Commission, explained to the Council the <br />purpose of the bill. Bill No. 15-09 is an ordinance initiated by the APC to define <br />the South Bend BZA as the Area BZA, in effect consolidating the city and county <br />BZA. This would reduce the filing dates, meting dates, and advertising <br />deadlines. It would allow more efficient use of staff time and that of appointees <br />to the Board. To that end, the staff along with the Mayor and the Legal <br />Department recommended passage by the Council. Following the explanation a <br />Q & A session by Karen White, Derek Dieter, Dr. Varner, Henry Davis, and Oliver <br />Davis brought up issues ranging from whether consolidation saved any <br />appreciable money to whether neighborhood interest would be compromised in <br />that city residents as dictated by state law would not comprise a majority of <br />appointees on the BZA. John Byorni, Ann Puzzello, and Jeff Jankowski all <br />supported advantages of consolidation. <br />
