These losses are the result of House Bill 1001 property tax reform. The <br />budget reductions do not equal the total revenue loss of 2009 of approximately $8 to $10 <br />million. However, because the city did not spend all of the 2008 operating and capital <br />monies available, these unspent monies coupled with the reductions in the ordinance will <br />allow the city to avoid the General Fund and Park Fund from being overdrawn at the end <br />of 2009. <br />Most of the detail is attached and some additional detail will be added with a substitute <br />attachment. There are no surprises in this ordinance. Departments have worked ' <br />diligently to identify various areas where they can reduce costs or appropriately match <br />costs in other funds not supported by property taxes. There is still much work to be done <br />as this reduction does not accomplish the $18 to $20 million budget reduction needed in <br />2010. <br />There are no Police and Fire layoffs in this ordinance. The Police and Fire are avoiding <br />layoffs in 2009 because they are not filling open positions. There are currently eight (8) <br />sworn firefighter positions and six (6) sworn police officer positions unfilled. But note <br />that due to the massive revenue reduction in 2010, this may be unavoidable. Other <br />departments that are eliminating positions in this reduction ordinance include the <br />following: Mayor (1), Parks (5), Finance (1), and Palais (2).
