1< 6 <br />ORDINANCE NO. <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, TO REDUCE 2009 BUDGET APPROPRIATIONS IN THE GENERAL FUND <br />(FUND NO. 101) AND PARKS AND RECREATION FUND (FUND N0.201) <br />STATEMENT OF PURPOSE AND INTENT <br />On November 10, 2008 the South Bend Common Council approved the City's 2009 <br />operating budget as Ordinance No. 9874-08. At that time, it was likely, but not certain, that 2009 <br />tax revenues would not be sufficient to fund the approved appropriations at 100% due to the <br />impact of HEA 1001 which provides various tax caps (I.C. 6-1.1-20.6). Because of the now <br />certain lost revenue effect of this recent legislation, and the inability of South Bend to recover <br />the loss in 2009 through other measures, the appropriations from General Fund (No. 101) and <br />Parks and Recreation Fund (No. 201) must be reduced from the sums approved in Ordinance No. <br />9874-08. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South <br />Bend, Indiana, as follows: <br />Section I. The appropriations approved in Ordinance No. 9874-08 for the fiscal year <br />ending December 31, 2009 shall be reduced in the following amounts: <br />Fund <br />General Fund <br />(No. 101) <br />Parks & Recreation Fund <br />(No. 201) <br />Major Budget Classification <br />Personnel & Benefits <br />Supplies <br />Services <br />Personnel & Benefits <br />Supplies <br />Services <br />Amount of Reduction <br />$2,800,000 <br />750,000 <br />250,000 <br />$ 500,000 <br />250,000 <br />100,000 <br />The reductions are more specifically described in detail at Exhibit "A" attached hereto <br />and incorporated herein. <br />Section II. This ordinance shall be in full force and effect from and after its passage by <br />the Common Council and approval by the Mayor. <br />
