DEROSE <br />CHIEF ASSISTANT CITY ATTORNEY <br />The proposed ordinance is meant to allow for outdoor display of items at second hand <br />stores, while preserving neighborhood integrity. It is also to allow for a shortened holding <br />period by both types of businesses if they use a computer program compatible with the program <br />used by the South Bend Police Department to monitor items received by the businesses. Finally, <br />the bill is intended to allow for the sale of items by precious metals dealers without requiring <br />that the purchasers be photographed and identified. <br />THOMAS L.
