GUNK, CHIEF OP POLICE <br />February 8, 1999 <br />President Sean Coleman <br />Members of the Common Council <br />4t'' Floor of the County-City Building <br />South Bend, Indiana <br />Dear Common Council Members: <br />Since the passage of the Police Department Salary Ordinance in <br />1997, the South Bend Police Department Investigative Division has <br />undergone a reorganization to address pay inequalities between the <br />different ranks in that Division based on experience and expertise. <br />On February 23, 1998, the South Bend Common Council passed Ordinance <br />No. 8889-98 to adjust the pay levels for these positions. <br />The purpose of the reorganization was to compensate officers <br />based on the level of expertise they held within the bureau, rather <br />than the permanent rank held by the investigator.
