STAFF REPORT May 10, 1999 <br />South Bend Heritage Foundation 1918-99 <br />Location: 202, 208 and 210/212 South <br />Chapin Street <br />City of South Bend <br />REQUESTED ACTION: The petitioner is requesting a zone change <br />from "C" Commercial, "D" Height and Area to <br />"A" Residential, "A" Height and Area to allow <br />single-family homes. <br />EXISTING LAND USEā¢ The property currently contains one vacant <br />home. <br />SURROUNDING LAND USE AND ZONING: Located to the north and east are single <br />family homes zoned "A" Residential, "A" Height <br />and Area; to the south are vacant lots zoned <br />"C" Commercial, "D" Height and Area; and to <br />the west are businesses zoned "C" Commercial, <br />"D" Height and Area. <br />ACCESS: <br />WATER SOURCE/SEWAGE DISPOSAL <br />DRAINAGE: <br />SITE DATA: <br />ENVIRONMENTAL DATA: <br />SITE PLAN: <br />AGENCY COMMENTS: <br />Access to the site is from Chapin Street and <br />Jefferson Boulevard. <br />water and sewer are available to the site. <br />The drainage has not been addressed by the <br />petitioner. <br />The total site to be rezoned is 19,934 square <br />feet. <br />A check of the Agency's maps indicates that no <br />public wells, flood hazard areas, wetlands, or <br />environmental hazards are present. <br />A site plan is not required for rezonings to <br />"A" Residential. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation. Approval of this <br />rezoning would put this site in conformance <br />with zoning and land uses to the north and <br />east as well as allow the site to be developed <br />for single family homes. <br />
