Dieter <br />First District <br />Henry Davis, Jr. <br />Second District <br />Thomas LaFountain <br />Third District <br />Apri18, 2008 <br />Members of the South Bend Common Council <br />4~' Floor County-City Building <br />South Bend, Indiana 46601 <br />Re: Cost Recovery for Special Police Services <br />Dear Council Members: <br />(574) 235-9321 <br />Faa (574) 235-9173 <br />TDD (574) 235-5567 <br />http: //ww«:southbendin. gov <br />Last year, we were part of the team which represented the South Bend Common <br />`Council on the City Advisory Negotiating Team during the negotiations with the <br />Police Off cers representing the Fraternal Order of Police South Bend Lodge No. 36. <br />During those bargaining sessions, all parties agreed to look into all reasonable <br />mechanisms to address possible new sources of revenue to assist in the financing of <br />needed public safety services. <br /> We are pleased to introduce for your consideration an ordinance which would create <br />Ann Puzzello reasonable and just rates and chazges for such special police services involved for <br />Fourth District non-municipal dignitary protection. <br />David Varner <br />Fifth District <br />In 2008, non-municipal dignitary protection costs to the South Bend Police <br /> Department for time reflected in blue cards submitted for payment was $16,513. <br />Oliver J. White On November 10, 2008, Police Chief Darryl Doykins summarized the numerous <br />At Large cost-saving measures he implemented in 2008 and those that would be in place in <br />_ 2009 for the South Bend Police Department. Despite those policies, unanticipated <br />costs like tfiose incurred for dignitary protection go above and beyond the regular <br />police services. We believe that user fees for special police services are needed in <br />order to maintain the quality and the level of police services which are expected and <br />needed by the South Bend community. We further believe that police service fees <br />and charges for special police services are. necessary, in order to assure that the <br />quality of public safety services to the citizens of South Bend are not jeopardized or <br />compromised. <br />
