STAFF REPORT November 8, 1999 <br />South Bend Medical Foundation 1961-99 <br />Location: 530 N. Lafayette Boulevard <br />City of South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "B" Residential, "G" Height and Area to <br />"C" Commercial, "G" Height and Area to allow <br />expansion of an existing building for <br />laboratories and offices. <br />EXISTING LAND USE: The property currently contains the South Bend <br />Medical Foundation building. <br />SURROUNDING LAND USE AND ZONING: Located to the north and east is Memorial <br /> Hospital property zoned "B" Residential and <br /> "C" Commercial; to the south are homes and <br /> offices zoned "B" Residentail; and to the west <br /> are homes zoned "A" Residential. <br />ACCESS: Access to the site is from Main Street and <br /> Lafayette Boulevard. <br />WATER SOURCE/SEWAGE DISPOSAL; Water and sewer are available to the site. <br /> <br />DRAINAGE: The drainage has not been addressed by the <br /> petitioner. <br />SITE DATA: The total site to be rezoned is 97,373 square <br /> feet. Of that, the buildings will occupy <br /> 34,178 square feet, or 35 percent of the site; <br /> the parking and drives will occupy 57,195 <br /> square feet, or 59 percent of the site; and <br /> 6,000 square feet or 6 percent of the site <br /> will remain as open space. <br />ENVIRONMENTAL DATA: A Check of the Agency's maps indicates that no <br /> public wells, flood hazards, wetlands, or <br /> environmental hazard areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer will require a drainage plan <br />at the final site plan stage. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation, subject to a final <br />site plan. This rezoning would allow an <br />addition to the existing building by bringing <br />the site into the proper zoning district. <br />
