i <br />Charles and Sharon Austin 1952-99 <br />Location: 202 East Calvert <br />City of South Bend <br />STAFF REPORT September 13, 1999 <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "A" Residential, "A" Height & Area to "B" <br />Residential, "A" Height & Area to allow an <br />apartment building. <br />EXISTING LAND USE: The property currently contains a <br />commercial/apartment building. <br />SURROUNDING LAND USE AND ZONING: Located to the north, east, south and west are <br />single family homes zoned "A" Residential, "A" <br />Height & Area. <br />ACCESS: Access to the site is from Calvert and St. <br />Joseph Streets. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total site to be rezoned is 12,800 square <br />feet. Of that, the buildings will occupy <br />3,008 square feet, or 24 percent of the site; <br />the parking and drives will occupy 2,646 <br />square feet, or 21 percent of the site; and <br />7,146 square feet or 55 percent of the site <br />will remain as open space. <br />ENVIRONMENTAL DATA: <br />SITE PLAN: <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: <br />A check of the Agency's maps indicates that no <br />public wells, flood hazards, wetlands, or <br />environmental hazard areas are present. <br />The site plan is preliminary. <br />The City Engineer will require a drainage plan <br />at the final site plan stage. The parking lot <br />may need to be redesigned. <br />Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with an <br />unfavorable recommendation. This lot is <br />surrounded on all sides by single family <br />zoning. Many neighborhoods like this one were <br />zoned to single family in order to encourage <br />conversion to single family use and to protect <br />the character of the area.
