Staff Report 4/7/2016 <br />APC # 2776 -16 <br />Owner: Wadad El- Ammori <br />Location: 424, 426, 430 Cushing Street and 726, 736 Lincolnway West <br />Jurisdiction: City of South Bend <br />Public Hearing Date: 4/19/2016 <br />Requested Action: <br />The petitioner is requesting a zone change from S172 Single Family & Two Family <br />District and CB Community Business District to MU Mixed Use District. <br />Land Uses and Zoning: <br />On site: On site is a vacant parking lot. <br />North: To the north across Lincolnway West is a bank and a gas station zoned LB <br />Local Business District. <br />East: To the east is a retail store zoned CB Community Business District. <br />South: To the south are vacant lots zoned SF2 Single Family & Two Family <br />District. <br />West: To the west across Cushing Street is the South Bend Heritage Foundation <br />zoned MU Mixed Use District and a single family home Zoned SF2 Single <br />Family & Two Family District. <br />District Uses and Development Standards: <br />The MU Mixed Use District is established to promote the development of the a dense <br />urban village environment. The regulations are intended to encourage all the elements of a <br />traditional urban village, including: storefront retail; professional offices; and, dwelling units <br />located either in townhouse developments or in the upper stories of mixed -use buildings. <br />The development standards in this district are designed to: encourage a pedestrian oriented <br />design throughout the district; and, maintain an appropriate pedestrian scale, massing and <br />relationship between buildings and structures within the district. <br />Site Plan Description: <br />The site plan shows an 8,225 square foot retail building situated on the northwest corner of <br />this 0.9 acre site. Access to the 30 -space parking lot is proposed from both Cushing <br />Street and Lincolnway. An alley divides the lot at this time, but is proposed to be vacated. <br />Zoning and Land Use History And Trends: <br />A portion of the site, known as 426 Cushing Street was rezoned from CB Community <br />Business District to SF2 Single Family & Two Family District in 2011 for a single family <br />home, which was never built. <br />Traffic and Transportation Considerations: <br />Cushing Street has two lanes. Lincolnway West has two lanes and a center turn lane, along <br />with on- street parking adjacent to the site. <br />Utilities: <br />This site will be served by municipal sewer and water. <br />APC 4 2776 -16 Page 1 of 3 <br />
