Broden, <br />(Excused Late) Oliver Davis <br />Other Council Present: Tim Scott, Dr. David Varner, Karen White, <br />(Late) Regina Williams- Preston <br />Others Present: Kathleen Cekasnki - Farrand, Adriana Rodriguez, <br />Alkeyna Aldridge, Joseph Molnar <br />Agenda: Bill 03 -16 — Amending the Zoning ordinance 3620 Deahl <br />Court ( Corvilla Inc.) <br />Bill 04 -16 — Amending the zoning ordinance 3101 and 3113 <br />Lincoln Way West (Kuert Concrete) <br />Bill 16 -09 — Approving a special exception for 2610 Prairie <br />Ave. (Brunos Pizza) <br />Inactive & Dormant Bills <br />Councilmember John Voorde, Vice Chairperson of the Zoning and Annexation Committee, <br />called the meeting to order with three bills for consideration. <br />Bill 03 -16 — Amending the zoning ordinance 3620 Deahl Court ( Corvilla Inc.) <br />Angela Smith, Area Plan Commission with offices on the 116' Floor of the County City Building, <br />served as the presenter for this bill. The petitioner is seeking to rezone from Light Industrial to <br />,Mixed Use for the proposed use of an adult daycare center. This used to be a girl scouts building <br />and the majority of the property around the site is Light Industrial. The building is currently <br />heavily screened by the existing vegetation. Angela Smith provided pictures of the site which are <br />on file with the City Clerk's Office. This comes with a favorable recommendation from the Area <br />Plan Commission. <br />Councilmember Oliver Davis entered the meeting. <br />Councilmember Jo M. Broden asked about the potential number of adults being served at the <br />center and their conditions. <br />Rick Thompson, 3231 Sugar Maple Business Ct South Bend, is the CEO of Corvilla and the <br />petitioner for this bill. The individuals who will be using this site have intellectual or <br />developmental disabilities. This will be a day service and around twenty -five (25) to forty (40) <br />individuals will be there and staffed by no more than four (4) or five (5) individuals per staff <br />member. Corvilla anticipates using the outside for some services but we are also looking into <br />installing a fence around the wetlands even though it is a ways from the building. Their number <br />one priority is the safety of their individuals. <br />
