RESOLUTION NO. <br />Bill No. 13-18 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />CALLING FOR A TEMPORARY MORATORIUM ON DEMOLITION OF BUILDINGS <br />WHICH ARE NOT A HEALTH AND PUBLIC SAFETY HAZARD <br />Nfeex� a Mayor's Task Force on Vacant and Abandoned Homes has been gathering information in <br />preparation of their upcoming Vacant and Abandoned Report; and <br />N" some of the details in the preliminary draft reveal that the City of South Bend has 1,900 <br />houses which are vacant and 1,275 which are abandoned; and <br />6A7" while the topics of demolition and rehabilitation are being re- assessed, a temporary <br />moratorium on demolition of buildings which are not a true health and public safety hazard is an appropriate <br />route, especially in light of the fact that each home which is slated for demolition is a cost to the taxpayers of <br />approximately $6,000; and <br />Nwm_ " an open discussion of this topic and a plan of action would provide citizen engagement and <br />create purposeful enterprise; and <br />N)" since there has been a significant delay in the public release of the Vacant and Abandoned <br />Report, a temporary demolition moratorium on non - public safety hazard buildings would provide the <br />opportunity to review and refine current policies and procedures addressing demolition through collaborative <br />discussion to ensure standard operating procedures on this topic. <br />J: is :J/ Ja i i Vi i (Jill <br />Section I. The South Bend Common Council believes that there would be a benefit through the <br />Council's Residential Neighborhood Committee on the City's demolition policies and procedures and their <br />standard operating procedures in this area in collaboration with the Mayor's Task Force on Vacant and <br />Abandoned Buildings. <br />Section II. A temporary moratorium on the demolition of non - public safety hazard buildings for the <br />next sixty (60) days would provide opportunities for the re- assessment of demolition policies which are in the <br />best interests of the City of South Bend, Indiana. <br />Section III.
