Resolution on 5- Member Special Elbel Advisory Committee <br />Page 3 <br />B. Quorum: <br />Three (3) members of the Committee shall constitute a quorum. <br />C. Duties /Responsibilities: <br />a. Hold meetings consistent with the Indiana Open Door Law [Indiana Code 5- 14 -1.5]. <br />b. Develop strategies and action plans based on verifiable data addressing all reasonable and <br />viable short and long -term options on the feasibility of the 313 acres currently used as Elbel <br />Golf Course. <br />c. Receive input from the public, from resource persons who may be experienced in financial, <br />real estate and fund- development projects, private and /or sector golf operations with present <br />or past experience, health /wellness, ecology, and from other interested parties such as "Elbel <br />for Everyone ". <br />d. Develop such information in a format which is sent to the Office of the City Clerk for <br />simultaneous distribution to the Common Council, the Board of Park Commissioners and the <br />Mayor within forty -five (45) days of their first meeting as an advisory committee, and then <br />posted on the City of South Bend's governmental website. <br />e. Share any other additional relevant data and relevant information which supports each <br />advisory recommendation. <br />f. Send representative(s) of the Special Elbel Advisory Committee to any public meeting of the <br />Board of Park Commissioners and the South Bend Common Council to discuss their advisory <br />recommendations in a timely and well- documented manner. <br />D. Support Staff: The Office of the City Clerk shall provide needed clerical services to the Special <br />Elbel Advisory Committee, including but not limited to preparing and sending notices of all <br />meetings of the Committee, taking meeting minutes and making such minutes and any document <br />and /or handouts discussed at such meetings publicly available, making copies of documents <br />needed by the Committee, and other related clerical support. <br />Section III. Upon the approval of this Resolution by the Common Council and during the forty -five (45) <br />day period referenced in Section II of this Resolution, neither the Board of Park Commissioners nor the <br />South Bend Common Council shall take any formal action affecting the disposition of property commonly <br />known as Elbel Golf Course. <br />
