RESOLUTION NO. 14550 'l (.0 <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, ESTABLISHING A 5- MEMBER ADVISORY SPECIAL COMMITTEE TO STUDY <br />AND RECOMMEND ALL REASONABLE AND VIABLE OPTIONS FOR THE PROPERTY <br />KNOWN AS THE ELBEL GOLF COURSE AS A SHORT AND LONG TERM ASSET OF THE <br />CITY OF SOUTH BEND, INDIANA <br />6)fi9;..4 the South Bend Common Council recognizes that approximately 313 acres of land have <br />been developed into the Elbel Golf Course, named after Robert Elbel, who served on the City's Board of <br />Park Commissioners from 1910 to 1937, was opened to the public in 1965; and <br />G, in 2014, the South Bend Board of Park Commissioners approved the City of South Bend <br />5 -Year mast Plan 2014 -2018 which did not list Elbel Golf Course among the "possible candidates of <br />property reduction" listed on page 127 of the Plan under the title "Analysis of the Department Facilities <br />and Programs in Relationship to the Project Funds to make the Department a Sustainable Entity; and <br />G," on December 16, 2015, the City's Board of Park Commissioners adopted Resolution No. <br />003 -2015 which included the following provisions: <br />1. The Park Board hereby deems Elbel as not required for the future operation of the Parks <br />Department; and <br />2. The Park Board accepts the average redevelopment appraised value of Elbel as $1,295,000.00; <br />and <br />3. The Park Board accepts the average golf course appraised value of Elbel as $747,500.00; and <br />4. The Park Board hereby recommends to Council the sale of Elbel and shall act only upon <br />Council's approval of the sale of Elbel"; and <br />Ell, Park Board Resolution No. 003 -2015 was filed as an attachment to a 2 -page Bill, and 2- <br />page cover letter with the Office of the City Clerk on January 6, 2015, which contained the following title: <br />"An Ordinance of the Common Council of the City of South Bend, Indiana, <br />Approving the Disposition of Real Property Located at 26595 Auten Road, <br />South Bend, Indiana 46628" <br />and was assigned by the Clerk's Office Bill No. 01 -16; and <br />G, Bill No. 01 -16 had first reading before the South Bend Common Council on January 11, <br />2016, and was referred to the Council's Parks, Recreation, Cultural Arts & Entertainment Committee and <br />set for public hearing on February 8, 2016; and <br />Q the Council's Parks, Recreation, Cultural Arts & Entertainment Committee scheduled a <br />Committee meeting on Bill No. 01 -16 on January 25, 2016, which began at 4:40 p.m. where following the <br />formal presentation by a representative of the City Administration, one (1) person spoke in favor and <br />twenty -three (23) persons spoke in opposition, with the Committee meeting being adjourned at <br />
