Staff Resort <br />APC # 2493-08 <br />Owner: F.I.R.E d/b/a Families First Center <br />Location: 541 William and 543 William <br />Jurisdiction: City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from MF 1 Urban Corridor Multifamily District to OB <br />Office Buffer District to allow an office (northern duplex unit) and a residential unit (southern <br />duplex unit). <br />Land Uses and Zoning: <br />On site: On site is a 3,400 square foot duplex building. <br />North: To the north is an office. <br />East: To the east is a parking lot zoned SF2 Single Family and Two Family District. <br />South: To the south are single family homes and a funeral home zoned SF2 Single <br />Family and Two Family District. <br />West: To the west are homes zoned SF2 Single Family and Two Family District. <br />District uses and development standards: <br />The OB -Office Buffer District is established to promote the development of small scale office, <br />professional, business, governmental and quasi-governmental uses. Since the types of permitted <br />uses in the OB District are typically less commercial in appeazance and aze architecturally more <br />harmonious with residential structures, this district can serve as a buffer between residential <br />districts and more intense commercial or industrial districts. The OB District may also serve as a <br />gradual and reasonable transition between major thoroughfazes and residential districts. The OB <br />District development standards are established to assure small scale developments. <br />Site plan description: <br />The site plan shows a 3,400 square foot duplex. This covers 35.8% The northern half would be <br />used as office space and the southern half would remain a residential rental unit. There will be a <br />shared pazking area between the petition site and the office to the north. The existing drive on <br />Portage will remain. The parking azea covers 3,185 squaze feet or 33.6%. The remaining 2,905 <br />square feet or 30.6% is open space. <br />Zoning and land use history & trends: <br />In 1981, the property to the north was rezoned to B Residential (Multifamily) for medical offices. <br />Up to March 7, 2004, the subject property was zoned A Residential (Single Family). When the <br />new zoning ordinance and map were adopted in 2004, the property to the north was zoned OB <br />Office Buffer and the subject property was zoned MF1 Multifamily District to reflect the current <br />use at the time. <br />Traffic and transportation considerations: <br />Navarre Street has two lanes.
