ZONING & ANNEXATION COMMITTEE 2-9-09 <br />Chairperson Kirsits called the Zoning & Annexation Committee meeting to order at 4:05 <br />p.m. <br />The following Committee Members were present: Oliver J. Davis, Vice-Chairperson, <br />Tom LaFountain, David Varner <br />Other Councilmember's Present: Derek D. Dieter, Henry L. Davis, Jr., Ann Puzzello, <br />Timothy A. Rouse, Karen L. White <br />Other's Present: Kathleen Cekanski-Farrand, Rita Kopala, Jamie Loo, Jeremy Toschlog, <br />Peter Trybula, Christa Nayder, Mike Danch, Mark Lyons, Dan Hernandez, James <br />Masters, Mike Baxter <br />Agenda: Bill Nos. 84-08; 85-08; 86-08; 09-13 <br />BILL NO. 84-08 Substitute Zoning for Property Located at 541 & 543 William St. <br />Chairperson Kirsits advised that this bill is a substitute bill for rezoning for property <br />located at 541 & 543 William Street. Chairperson Kirsits recognized attorney Peter <br />Trybula of the firm Barnes & Thornburg, who was representing the petitioner Families <br />First Center. He explained the petition was for office-buffer zoning. This petition was <br />heard by the Area Plan Commission and sent to Council with a favorable <br />recommendation. The petition was also supported by Historic Preservation and the <br />Chapin Park Neighborhood Organization. Families First provides for supervised visits <br />between foster children and their families. Eight years ago visits totaled 6 hours month; <br />but is now grown to 650 hours a month. <br />Councilmember Henry Davis asked if other agencies provided this service. The answer <br />was yes, but not exclusively as does Families First. <br />Councilmember Derek Dieter offered his support. After brief discussion Councilmember <br />Varner motioned, Councilmember Oliver Davis seconded, all approved a favorable <br />recommendation. <br />
