(5) Agreement for Services (Business Wire) Mr. Meteiver explained that as part of the master contract with Blue Waters Group, there is a provision that allows for direct billing from their sub contractors to the city. In order to establish a contractual relationship with those third party subcontractors, we have this form of business services agreement. The agreement has been submitted to Business Wire, but is being reviewed by their attorney and has not been returned signed. Approval by the Commission should be made subject to the final draft of the agreement. Ms. King asked if there was some kind of approval process by Blue Waters. Mr. Meteiver responded that Blue Waters has signed off on the direct bill authorization. Mr. Varner clarified that legal counsel is comfortable that the proper accounting procedures are in place to be certain there will not be double billing by the subcontractors. Mr. Meteiver said he is.
