Memorandum <br />Date: March 16, 2007 <br />To: The South Bend Common Council <br />From: Division Chief Gary Horvath, SBPD Community Relations Division <br />Re: Homeland Security Resolution <br />The attached resolution would continue the City of South Bend's participation with the City of <br />Mishawaka and St. Joseph County in coordinating responses to terrorism activities which may cross- <br />jurisdictional boundaries or which may exceed the response capabilities of a local jurisdiction. Since <br />2003, South Bend, Mishawaka and St. Joseph County have worked pro-actively in developing policies, <br />plans and procedures to improve response capabilities. <br />The State of Indiana's Strategy for Homeland Security has divided the state into ten (10) districts, with St. <br />Joseph County being in District 2 along with Elkhart, Fulton, Kosciusko, Marshall, Pulaski and Starke <br />counties. A map depicted the Districts is attached. <br />The resolution changes the names of the two (2) existing committees which have been in existence since <br />2003; and permits all of the fifteen (15) Emergency Support Functions (ESFs) to be represented on the <br />Joint Homeland Security Planning Committee. ESFs provide for planning, support, resources, program <br />implementation, and emergency services that are most likely to be needed. ESFs include: <br />ESF 1 Transportation <br />ESF 2 Communications <br />ESF 3 Public Works and Engineering <br />ESF 4 Firefighting <br />ESF 5 Emergency Management <br />ESF 6 Mass Care, Housing, Human Services <br />ESF 7 Resource Support <br />ESF 8 Public Health and Medical Services <br />ESF 9 Urban Search and Rescue <br />ESF 10 Oil and Hazardous Materials Response <br />ESF 11 Agriculture and Natural Resources <br />ESF 12 Energy <br />ESF 13 Public Safety and Security <br />ESF 14 Long-Term Community Recovery & Mitigation <br />ESF 15 External Affairs <br />Either myself or SBFD Assistant Chief for Operations Jim Lopez will present this Resolution to the <br />Health and Public Safety Committee and the Common Council.
