<br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,INDIANA PUBLICLY
<br /> THANKING AND COMMENDING DEREK D.DIETER FOR HIS DISTINGUISHED
<br /> TWELVE (12)YEARS OF DEDICATED SERVICE AS A MEMBER OF THE COMMON COUNCIL
<br /> Offs originally from Cleveland,Ohio,Derek D.Dieter and his family moved to South Bend where he graduated
<br /> from St.Joseph High School,earned an AS in Criminal Justice at 111 South Bend,pursued what would become 39 years of
<br /> dedicated public service as a member of the South Bend Police Department [1978-2014] and successfully ran for the Pt
<br /> District Council seat in 2003, beating the incumbent District Council Member. On January 1, 2004, Derek began serving
<br /> eight(8) of his twelve(12)years of legislative service as a resolute, focused, &very energetic 151 District Council Member
<br /> who started the"Council Rules" softball team where his athletic talents were on display during a fun-filled season; and
<br /> throughout his three 4-year terms on the Council, Derek focused on working on countless measures which
<br /> focused on "livable neighborhoods". He sponsored many ordinances to streamline local procedures so that fines for loud
<br /> noise would be increased; established a hot line for noise violations; drafted stun gun regulations and scrap metal
<br /> identification regulations while collaborating to help save the Greenhouse, helping make the River Side Trail project a
<br /> reality,and working to"help clean up neighborhoods of drug and loitering problems"while also establishing awards for the
<br /> "1" District Youth of the Month" and "1" District Citizen of the Month" which publicly honored individuals for their
<br /> leadership and service contributions in the District; and later expanded this concept to monthly honor at an evening
<br /> Common Council meeting an individual and business for their contributions in giving back to the city; and
<br /> ON�.,r in 2009, Derek was elected to be the Council President—a leadership position he was re-elected to each
<br /> year through 2013, when he stepped down so that the long-serving VP would have an opportunity to serve in that position.
<br /> Under his five (5) years as President, Derek brought innovative ideas so that technology upgrades would be made for
<br /> committee and Council meetings; drafted the procedures governing the Council on city-owned technologies & City
<br /> Facebook Standards; implemented Council voting and attendance records so that the public could track such information
<br /> on line; vigorously challenged individuals to assure that the "best interests of the city"were being advanced; & initiated a
<br /> program of displaying historical City photographs so that persons could see our rich city's history on the 4111 floor; and
<br /> Offte , Derek is widely known as a staunch advocate of health and public safety improvements. He sponsored
<br /> several ordinances which helped improve mutual aid agreements,established employee whistleblower protection,addressed
<br /> local moped safety, noise and curfew concerns, called for improvements on PSAP communications, promoted Book Huts
<br /> to help inspire reading for youth while continuing to volunteer countless hours with underprivileged youth throughout the
<br /> city;conducted many Council committee walking tours throughout the city to hear&listen to the public,and was never shy
<br /> to ask probing questions,especially on proposed new annexations to see that public safety concerns would be addressed.

<br /> Section I. After carefully weighing the pros and the cons, the Common Council of the City of South Bend,
<br /> Indiana, sincerely thanks and commends Derek D. Dieter, for his commitment to serve the residents of South
<br /> Bend, and especially for his twelve (12) years of service on the Council and for his leadership in meticulously
<br /> guiding its members as Council President during the transitions of new City Councils and City Administrations.
<br /> Section II. The Council sincerely wishes this avid NY Yankee fan, his wife Suzy, and his entire family, all the
<br /> best in the years ahead. Because of Derek's dedicated public service, South Bend is truly a better place.
