HEALTH &PUBLIC SAFETY NOVEMBER 23,2015 5:01 P.M. <br /> Committee Members Present: Derek Dieter, Dr. Fred Ferlic, Karen White,Valerie Schey(XAB) <br /> Citizen Members Present: Bob Emery(AB) <br /> Other Council Present: Tim Scott (XAB), Henry Davis, Dr. David Varner, <br /> Oliver Davis(XAB),Gavin Ferlic <br /> Others Present: Randy Wilkerson,James Lopez, Chris Huff,Jessie Davis <br /> Agenda: Bill No. 15-102 Encourage the City to Develop a <br /> "Mow to Own" Program <br /> The Health & Public Safety Committee with a quorum present was called to order by Chairman Derek <br /> Dieter. <br /> The one bill on the agenda,actually resolution 15-102,was meant to encourage the City to develop a <br /> "Mow to Own" program. <br /> Henry Davis sponsored this bill and made the presentation. He said he has always championed quality <br /> of life issues for neighborhoods. The "Mow to Own" concept, he said,could result in more attractive, <br /> welcoming neighborhoods helping to enhance property values as well. Henry said he modeled the <br /> proposal after a similar successful program in Memphis. Basically,the program would encourage <br /> neighbors of vacant and abandoned housing to mow weeds and generally care for a property with the <br /> prospect of acknowledged state legislation may be necessary to fully implement the proposal; but that <br /> should not dissuade us from trying. <br /> Chris Huff and Jesse Davis both spoke in favor of the proposal with the caveat that it would have to be <br /> well thought out and closely monitored. <br /> Dr. Fred Ferlic and Dr.Varner both spoke in favor of the concept. Derek Dieter motioned favorably. <br /> Karen White followed and all affirmed. <br /> Before adjourning Derek allowed Assistant Fire Chief James Lopez to speak. James talked about the <br /> torch relay passing through the City next October celebrating the 200th anniversary of Indiana's <br /> statehood.
