That the Common Council hereby confirms its <br /> Declaratory Resolution designating the area described herein as <br /> an Urban Development Area for purposes of tax abatement considera- <br /> tion and confirms its determination of the project ' s public <br /> utility and benefit. <br /> SECTION II .
