SECTION III. Any property owners wishing to secure tax abatement <br /> within this area shall file a proper petition and filing fee with the <br /> City Clerk. All such petitions shall be reviewed by the Redevelopment <br /> Commission, the Human Resources and Economic Development Committee of the <br /> Council , and the South Bend Common Council , pursuant to statutes and <br /> ordinances in effect at the time of filing. <br /> SECTION IV.
