Shellbark Annexation Area 10 <br /> SECTION IV. LAND USE ANALYSIS & DEVELOPMENT CRITERIA <br /> This proposed annexation will add to the City of South Bend a small area of vacant land that <br /> will be incorporated into the development of a medical office facility. The Annexation Area will <br /> be used for a retention basin. The Annexation Area is presently zoned "R" Single Family <br /> District in unincorporated St. Joseph County. Single-family homes zoned "R" Single Family <br /> District in unincorporated St. Joseph County are located to the north and east. To the south <br /> and west are parcels under development zoned "CB" Community Business District in the City. <br /> The Annexation Area is located just off of Cleveland Road, east of Portage Avenue. Cleveland <br /> Road has strong levels of regional accessibility and hosts a mix of commercial, office, and <br /> civic uses in this area. The petitioner proposes to use the land in the Annexation Area to build <br /> a retention basin that will provide drainage for a medical office facility currently under <br /> development along Cleveland Road on land already within the South Bend city limits. This <br /> larger site should be adequately screened from the adjoining residential areas, primarily to the <br /> north. <br /> Any improvements or future changes must meet the City's applicable building, zoning, and <br /> subdivision ordinances. <br />
