Michigan St. <br /> Bill No. 64-15 Amending Chapter 21 Repealing& Replacing <br /> Section 21-06.3 Northeast Neighborhood <br /> Zoning Overlay District <br /> Zoning and Annexation Chairman Oliver Davis called the hearing to order though no other Committee <br /> members were present. Nonetheless,five other Councilmembers were present to consider the four bills <br /> scheduled for presentation. Oliver noted no recommendations would be forwarded to full council for <br /> lack of a quorum. <br /> The first bill 47-15 was a petition to rezone two parcels at 1151 and 1205 Hickory Road from "0"office <br /> to SF1 single family. Matt Chappias made the presentation saying the staff of the Area Plan Commission <br /> (APC) and the Commission itself gave the petition a favorable recommendation. The petitioner Eric <br /> Deniger explained residential zoning was necessary for the bank mortgage loan sought by the buyer. <br /> There being no questions from Council Oliver Davis moved onto bill 48-15. This bill requested a rezoning <br /> from SF2 single family to Ll light industrial. Matt Chappias reported that both the staff and Commission <br /> forwarded this request favorably. Wayne Sams,the petitioner, said the two properties at 1619 and <br /> 1623 S. Franklin required the L1 zoning so that the adjacent business could expand by building a <br /> warehouse. One parcel was vacant. The other had a home ready for demolition. With a little discussion <br /> to clarify location and surroundings, Oliver was ready to move to the next agenda item. <br /> Bill 49-15 was a petition to rezone 1714 and 1716 S. Michigan Street. The requested change from MU <br /> mixed use to LB local business would allow for a small liquor store. After Matt Chappias explained the <br /> zoning criteria he said both the APC staff and Commission forward the request favorably. Mike Danch <br /> representing the petitioner further explained the request. He provided a site plan identifying the <br /> parcels,the parking and screening. He added Councilperson Valerie Schey representing this area <br /> supported the request as did surrounding property owners. During Council questioning several <br /> Councilmembers seemed reluctant to OK a liquor store. Tim Scott in particular had reservations and <br /> asked Mike Danch to have the petitioner appear at the evening public hearing. <br /> 1 <br />
