ZONING&ANNEXATION OCTOBER 26,2016 4:15 P.M. <br /> Committee Members Present: Oliver Davis(XAB),Valerie Schey(XAB), Henry Davis (XAB), <br /> Derek Dieter <br /> Citizen Members Present: Ron Okoye(AB) <br /> Other Council Present: Tim Scott, Dr. Fred Ferlic, Dr. David Varner, Karen White (XAB), <br /> Gavin Ferlic <br /> Others Present: Mike Danch, Kathy Cekanski-Farrand, Mathew Chappies, <br /> Steve DeBold, Dr.Jeff Huffer, Brian Pawlowski,Anne Hayes <br /> Agenda: Bill 36-15 Rezoning-2906, 2901&2920 Mishawaka Ave. <br /> Bill 37-15 Rezoning/Special Exception—706 Eddy St and <br /> 1111 Bissell <br /> Bill 38-15 Rezoning—600 Block of North Hickory Rd & <br /> 3500 Block of East McKinley Ave. <br /> Bill 35-15 Rezoning-635 S. Lafayette Blvd. <br /> Only one member of the Zoning&Annexation Committee, Derek Dieter, was present to consider the <br /> four rezoning petitions on the agenda. Derek noted the presentations would proceed though without a <br /> quorum no recommendation could be given to full Council forany of the bills. Four other <br /> Councilmembers besides Derek were present. <br /> The first bill 36-15,was a petition to rezone the old River Park Furniture Store on Mishawaka Ave.to <br /> allow a veterinary hospital with indoor pet boarding. Technically, it would go from MU mixed use to CB <br /> community business. <br /> Mathew Chappies from the Area Plan Commission (APC)explained the petition in detail noting it had <br /> received a unanimous favorable recommendation from the APC. <br /> Steve DeBold of Chester Inc. represented the petitioner further explaining the proposed use. <br /> Dr.Jeff Huffer DVM was also present to answer questions. <br /> Councilmembers Valerie Schey spoke in support. <br /> The next agenda item was bill 37-15. This was a petition to rezone a property on the NE corner of Eddy <br /> and Bissell. Mathew Chappies from Area Plan outlined the specifics of the proposal. Presently used as a <br /> small church,the property was acquired by Five Corners LLC as an investment property hopefully to be <br /> used as an office. The petition would require a rezone from SF2 to OB office buffer. Anne Hayes <br /> representing the purchaser was present to answer any questions. In addition to the OB rezone request, <br /> she added that the purchaser requested a variance to allow food sales in the event there was no ready <br /> 1 <br />
