(A) All subdivision proposals shall be consistent with the need to minimize flood <br /> damage; <br /> (B) All subdivision proposals shall have public utilities and facilities such as sewer, <br /> gas, electrical, and water systems located and constructed to minimize flood <br /> damage; <br /> (C) All subdivision proposals shall have adequate drainage provided to reduce <br /> exposure to flood hazards; <br /> (D) Base flood elevation data shall be provided for subdivision proposals and other <br /> proposed development(including manufactured home parks and subdivisions), <br /> which is greater than the lesser of fifty (50) lots or five (5)acres; <br /> (E) All subdivision proposals shall minimize development in the SFHA and/or limit <br /> density of development permitted in the SFHA; and <br /> (F) All subdivision proposals shall ensure safe access into/out of SFHA for <br /> pedestrians and vehicles (especially emergency responders). <br /> (4) Critical Facility. Construction of new critical facilities shall be,to the extent possible, <br /> located outside the limits of the SFHA. Construction of new critical facilities shall be <br /> permissible within the SFHA if no feasible alternative site is available. Critical <br /> facilities constructed within the SFHA shall have the lowest floor elevated to or <br /> above the FPG at the site. Floodproofing and sealing measures must be taken to <br /> ensure that toxic substances will not be displaced by or released into floodwaters. <br /> Access routes elevated to or above the FPG shall be provided to all critical facilities <br /> to the extent possible. <br /> (5) Standards for Identified Floodways. <br /> (A) Located within SFHAs, established in Section 21-12.03 (2)of this Article, are <br /> areas designated as floodways. The floodway is an extremely hazardous area <br /> due to the velocity of floodwaters, which carry debris,potential projectiles,and <br /> has erosion potential. If the site is in an identified floodway, the Floodplain <br /> Administrator shall require the applicant to forward the application, along with <br /> all pertinent plans and specifications,to the Indiana Department of Natural <br /> Resources and apply for a permit for construction in a floodway. Under the <br /> provisions of IC 14-28-1 a permit for construction in a floodway from the <br /> Indiana Department of Natural Resources is required prior to the issuance of a <br /> local building permit for any excavation, deposit, construction, or obstruction <br /> activity located in the floodway. This includes land preparation activities such <br /> as filling, grading, clearing and paving etc. undertaken before the actual start of <br /> construction of the structure. However, it does exclude non-substantial <br /> additions/improvements to existing (lawful)residences in a non-boundary river <br />
