(F) Make federal flood insurance available for structures and their contents in <br /> the City of South Bend, Indiana by fulfilling the requirements of the <br /> National Flood Insurance Program. <br /> (4) Objectives. The objectives of this Article are: <br /> (A) To protect human life and health; <br /> (B) To minimize expenditure of public money for costly flood control projects; <br /> (C) To minimize the need for rescue and relief efforts associated with flooding <br /> and generally undertaken at the expense of the general public; <br /> (D) To minimize prolonged business interruptions; <br /> (E) To minimize damage to public facilities and utilities such as water and gas <br /> mains, electric,telephone, and sewer lines, streets, and bridges located in <br /> floodplains; and <br /> (F) To help maintain a stable tax base by providing for the sound use and <br /> development of flood prone areas in such a manner as to minimize flood <br /> blight areas. <br /> Section 21-12.02. Definitions <br /> Unless specifically defined below, words or phrases used in this Article shall be <br /> interpreted so as to give them the meaning they have in common usage and to give this <br /> Article its most reasonable application. In addition to the definitions contained in Article <br /> 12 —Definitions, the following definitions shall apply to the Floodplain Regulations of <br /> this Chapter. <br /> (1) A zone means portions of the SFHA in which the principal source of flooding is <br /> runoff from rainfall, snowmelt, or a combination of both.In A zones,floodwaters <br /> may move slowly or rapidly, but waves are usually not a significant threat to <br /> buildings. These areas are labeled as Zone A, Zone AE, Zones Al-A30, Zone AO, <br /> Zone AH,Zone AR and Zone A99 on a FIRM. The definitions are presented below: <br /> Zone A: Areas subject to inundation by the one-percent annual chance flood event. <br /> Because detailed hydraulic analyses have not been performed,no base flood <br /> elevation or depths are shown. <br /> Zone AE and Al-A30: Areas subject to inundation by the one-percent annual <br /> chance flood event determined by detailed methods. Base flood elevations are <br /> shown within these zones. (Zone AE is on new and revised maps in place of Zones <br /> Al-A30). <br />
