November 19, 2015 <br /> Mr.Tim Scott <br /> President, South Bend Common Council <br /> 4th Floor County City Building <br /> South Bend IN 46601 <br /> Re: Substitute Bill No. 25-15 Yard Waste Removal <br /> Dear Council President Scott: <br /> Attached for filing with the South Bend Common Council is a substitute Bill No. 25-15 <br /> which is an ordinance altering the existent process for removing yard waste from City residential <br /> property. This substitute ordinance is being offered after discussion with Council members during <br /> Committee meetings. <br /> The primary difference between the substitute and original Bill No. 25-15 is to include the <br /> optional use of paper and biodegradable bags for special pick-up of yard waste scheduled by the <br /> property owner, occupant, or lessee.This substitute Bill also includes specific rates for special pick <br /> up of yard waste materials. Minor changes include clarification that the large City furnished yard <br /> waste container is 96 gallons,not 95 gallons, and provision for a choice between a 96 gallon <br /> container and a 45 gallon container,both at the same monthly cost. <br /> For your information and ease in identifying changes between the original and substitute <br /> ordinances, I am also providing a copy where all changes are highlighted in yellow. <br /> We continue to hope the Council will adopt this ordinance in its substitute version in the <br /> best interests of the City of South Bend. <br /> Sincerely, <br /> Eric Horvath <br /> Director, South Bend Public Works <br />
