Memphis City Council Resolution <br /> WHEREAS,vacant and abandoned properties have become an overwhelming problem within <br /> the City of Memphis that is negatively impacting every Council District and neighborhood within our <br /> boundaries;and <br /> WHEREAS,these properties are continuing to add significant costs to the operations of City <br /> government as officials are financially strapped to run departments and try to maintain land that is the <br /> responsibility of negligent property owners;and <br /> WHEREAS,this epidemic of urban blight is draining the resources of City government and <br /> creating an environment of decay and crime that is seriously impacting our ability to attract residents to <br /> live and work in the City of Memphis as our business recruitment efforts have resulted in the relocation <br /> of several companies;and <br /> WHEREAS,there are many citizens who are currently maintaining properties that are adjacent to <br /> their own or within their neighborhoods as they continue to believe in the greatness of our city. <br /> NOW,THEREFORE, BE iT RESOLVED THATTHE MEMPHIS CiTY COUNCIL does hereby approve the <br /> following program: <br /> A"Mow to Own"program in which the city enters into maintenance agreements with <br /> individual property owners that care for properties adjacent to their homes with the ability <br /> to purchase(through credits/cash)the properties after one year. <br /> BE IT FURTHER RESOLVED THAT THE MEMPHIS CITY COUNCIL shall submit the following <br /> proposals to the State Attorney General for approval pursuant to SB 3424. <br /> Berlin Boyd <br /> Council Member <br /> Myron Lowery <br /> Chairman <br />
