<br />I purchased the St. Louis property on March 5, 1993 and have held it as a single family rental <br />since its purchase. Northern Electric Co., Inc. is directly west of the property we are proposing <br />for the Special Exception so the activities of the residents will be closely monitored and the <br />rental contract will have a clause acknowledging the Nuisances Tenants Law. With the off-street <br />parking and monitoring of the activities at the residence, there should be No Adverse Effect on <br />other property in the area. <br />The homes at 127 and 129 North Saint Louis Blvd. are immediately to the north of my <br />property. Both appear to be either apartments or group residences and have off street parking in <br />the back yard similar to what I am proposing. There is also a home across the street which <br />appears to be an apartment. Two other homes on the North half of the block have been changed <br />to small attorney offices and a professional office. The use of our property as a Group <br />Residence will not change the Character of the District <br />The home at 117 North St. Louis Blvd. South of my property has not been occupied for at <br />least two years now and is in a state of disrepair. It has been drawing derelicts who are sleeping <br />in the garage and using the back yard as a bathroom. If you approve my request for the Special <br />Exception I would be interested in approaching the owner of this home with an offer to purchase <br />and remodel this home. The home is in such a state of disrepair that the investment could not be <br />recouped by having a single rental family home. There are three other homes on the block to the <br />south which appear to be single family dwellings with the balance of the land owned by <br />Underwriters Laboratories of Northbrook, Il. Their land is being used as an unpaved parking lot <br />for their local facility. <br />The day my father purchased our original building in 1967, I asked him why he bought here <br />and his reply was "The city is going to jump the river", next year will be the 40 anniversary of <br />that talk and I believe this type of development might help spark the beginning of the jump. As <br />the population of people increases in this area, the businesses will follow. I believe our proposal <br />will be compatible with recommendations of The City of South Bend Comprehensive Plan <br />My goal for Northern Electric is to put this company into a new 40,000 square foot facility <br />within the next few years, in order to achieve this, I need to maximize my investments. We have <br />a sound reputation in the community and we believe this will be a positive move for Northern <br />Electric and The City of South Bend will benefit by having the students living, shopping and <br />entertaining within the city.
