This letter will serve as a secondary <br /> cover letter to that ordinance requesting its prompt passage. <br /> The primary purpose of this replacement ordinance is to specifically include within <br /> identified Special Flood Hazard Areas (SFHA's) and other flood prone areas insured by the <br /> Federal Emergency Management Agency (FEMA), those locations identified on the St. Joseph <br /> County Flood Insurance Rate Map dated January 6, 2011 and on any future updates, amendments <br /> or revisions prepared by FEMA. <br /> The general content of the Area Plan Commission's initiated ordinance has been <br /> recommended by the Floodplain Management Section of the Indiana Department of Natural <br /> Resources (IDEM), and we expect to receive results of that agency's specific review of the South <br /> Bend ordinance prior to November 23, 2015, the Common Council's final meeting date in <br /> November 2015. <br /> Furthermore, IDEM has charged every governmental subdivision within the State of <br /> Indiana to put into effect such an ordinance no later than December 16, 2015. Because the Area <br /> Plan Commission has initiated this ordinance, and on the face of the ordinance, has recommended <br /> its passage, we are requesting second and third reading and public hearing on this ordinance at the <br /> November 23, 2015 Council meeting. This is different from the Common Council's general <br /> practice of deferring a zoning ordinance to the Area Plan Commission prior to Common Council <br /> final review. <br /> iPA <br />
