RESOLUTION NO. l 2,at - g`F <br /> A RESOLUTION DESIGNATING THE CHAPIN NEIGHBORHOOD <br /> REVITALIZATION DISTRICT AS AN IMPACT AREA FOR <br /> RESIDENTIAL AND COMMERCIAL PURPOSES FOR USE OF <br /> COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br /> STATEMENT OF PURPOSE AND INTENT: In Ordinance No. 7372-84, <br /> the South Bend Common Council established a procedure for local <br /> designation of areas within the City of South Bend as impact areas <br /> for use of Community Development Block Grant Funds. The Community <br /> Development Division of the Department of Economic Development has <br /> developed maps and plats showing boundaries of the area known as the <br /> Chapin Neighborhood Revitalization District and has compiled <br /> objectively determinable signs of physical deterioration in the area, <br /> following objective criteria for residential and for commercial <br /> areas, as provided in Ordinance No. 7372-84, and has presented the <br /> same to the Board of Public Works and to the Common Council. The <br /> Board of Public Works has recommended the Council designate this area <br /> as an impact area for the planned use of Community Development Block <br /> Grant Funds . <br /> NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND COMMON <br /> COUNCIL, as follows : <br /> SECTION I. The Common Council has received Resolution No. <br /> 22-1984 from the Board of Public Works , which finds that the <br /> Chapin Revitalization District meets both residential and commercial <br /> criteria for designation as an impact area for planned use of <br /> Community Development Block Grant Funds and which recommends the <br /> designation of that area as an impact area. <br /> SECITON II . The Common Council has received and reviewed <br /> documents considered by the Board in making its finding and has <br /> considered the area to determine whether use of Community Development <br /> Block Grant Funds within that area will be of public use and benefit <br /> and in furtherance of the City ' s plan for use of such funds . <br /> SECTION III . The South Bend Common Council finds that it <br /> will be of public use and benefit for Community Development Block <br /> Grant Funds to be used in the Chapin Neighborhood Revitalization <br /> District and the area should be and is hereby designated an impact <br /> area for use of Community Development Block Grant Funds . <br /> SECTION IV.
