Board of Zoning Appeals -January 15, 2009 <br />beds between the Center for the Homeless and Hope Rescue Mission. Let me try and explain to you what that <br />means. There's one homeless bed for every 3,890 people in Indianapolis. There's one homeless bed for every <br />3,428 people in Fort Wayne. There's zeros beds for homeless in Gary. And there's one homeless bed for <br />every 360 citizens in South Bend. From where I stand that's a failure of government. And I ask that you try <br />and keep the neighborhoods of South Bend from be coming, we've got crime everywhere and it's just not a <br />good situation. ~ • <br />MR. HOBAN: I believe we have a comment from Area Plan? <br />MS. NAYDER: Which is what I believe Mr. Hoffman was started with the legal question, reading ahead to <br />the Area Plans comments, correct? <br />MR. HOFFMAN: That's correct. <br />MS. NAYDER: We used the term weather amnesty because that's what was used in the petition. Chuck may <br />have some documentation on what that is. I guess I don't care what you call it, applying for a group residence, <br />a group residence could become much more full fledged than just overnight stays and we just wanted to try <br />and tie it down to the overnight stays verses a full fledged group residence. So if weather amnesty isn't the <br />right term, maybe we can look into changing that. Also I wanted to say it is on the Area Plan Commission for <br />the February meeting for rezoning and after that go on to the City Council so it will have to be subject to the <br />rezoning as well. <br />MR. HOBAN: Chuck. <br />MR. BULOT: We were just recently handed some information concerning the weather related care for <br />homeless people. It appears that this group, the St. Joseph County Homeless Continuum Care is an <br />organization that is trying to help supervise the care of homeless people in the City and they have a plan here <br />that indicates a men's plan and a women's and children's plan. The men's plan includes a weather amnesty <br />that begins at 8:00 p.m. in the Center for the Homeless with 20 beds. Hope Ministry, 10 beds not available till <br />mid November. Life Treatment Center's 5 to 7 beds. Red Cross to be determined and that would be in the <br />event of an officially declared weather emergency. And then they have a women and children's plan which <br />weather amnesty that begins at 8 p.m. at the YWCA, up to four families or eight single women depending on <br />the availability. The Center for the Homeless, two families and ten single women. Life Treatment Center 5 to <br />7 single women. And then the Red Cross once again to be determined in the event of an officially declared <br />weather emergency. So it appears there's not a formal government agency that directly governs this and this <br />group has organized itself in order to create some. kind of organization that this can be regulated by. <br />MR. HOBAN: This is a self created group that is made up of members of these of probably these various <br />different organizations that are trying to.... <br />MR. BULOT: Yes. It appears to be the Center for the Homeless, Dismiss House of South Bend, Hope <br />Rescue Mission, Life Treatment Center, and Youth Service Bureau and also the YWCA. <br />MR. HOBAN: I would just like to remind the Board we have three options here. <br />
