The financing of other road or such projects <br /> within those counties of Indiana wherein such <br /> Toll Road is located . <br /> and that the Indiana General Assembly adopt legislation prohibiting <br /> the Indiana Toll Finance Authority from utilizing the proceeds of tolls <br /> collected on the Indiana Toll Road for any purpose other than: <br /> a.
