Ordinance No. [03 3 2-i y <br /> Substitute Bill No. 54-14 <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA, FIXING THE ANNUAL PAY AND MONETARY FRINGE BENEFITS OF <br /> SWORN MEMBERS OF THE SOUTH BEND POLICE DEPARTMENT FOR <br /> CALENDAR YEARS 2015 AND 2016 <br /> STATEMENT OF PURPOSE AND INTENT <br /> The South Bend Common Council, pursuant to Indiana Code § 36-8-3-3,If(d) is charged <br /> with establishing before November l5`, the annual compensation of the South Bend Police <br /> Department. <br /> On March 5, 2014, Dan Demler, the President of South Bend FOP Lodge # 36 informed <br /> the City of their interest to enter into negotiations. Thereafter, the South Bend Common Council <br /> and the Board of Public Safety adopted separate Resolutions which designated their respective <br /> agents for the negotiations. <br /> The City's Advisory Negotiating Team's membership includes Council Member Dr. Fred <br /> Ferlic, Council Member Tim Scott, Council Member Karen L. White, Division Chief Scott <br /> Ruszkowski, Division Chief Stephen.Smith, Division Chief Gary Horvath, City Controller John <br /> Murphy, Human Resources Director Janet Cadotte, Board of Public Safety Agent Cory Hamel and <br /> Council Agent Kathleen Cekanski Farrand. <br /> The Fraternal Order of Police South Bend Lodge No. 36 Negotiating Team's membership <br /> includes Sergeant Dan Demler, FOP President; Patrolman 1 s Class Harvey Mills, FOP Vice- <br /> President; Lieutenant Steve Noonan, Past FOP President; Sergeant Cori Bair; Patrolman 1' Class <br /> Chad Goben, and Leo T. Blackwell, Legal Counsel. <br /> This ordinance reflects the proposals discussed and tentatively agreed to during <br /> negotiations by the respective negotiating teams. It sets forth the recommended salaries and other <br /> monetary fringe benefits to be paid to the sworn members and officers of the South Bend Police <br /> Department in calendar years 2015 and 2016.
