JUL 2 ; 20 o . <br /> City Engineer • . $ <br /> �- _ f n <br /> SUBJECT: Vacation of Portions of Right of Way ,lunn. <br /> Main/Lafayette Connector <br /> Project No 110-058 <br /> DATE: July 16, 2015 <br /> I request that the Board of Public Works provide the Common Council with a <br /> recommendation to approve vacation of two street segments that are now"excess" right <br /> of way due to the development and construction of the Main-Lafayette connector that <br /> has been complete for more than one year. <br /> It was necessary to obtain many real estate parcels to accomplish the goal of providing <br /> safe and efficient transportation through the South Main and South Lafayette corridors <br /> to enable enhancement of existing businesses and provide for new development. This <br /> project, the prior South Michigan and West Ireland improvements and the state's US 31 <br /> relocation have resulted in reinvestment on the south side. Erskine Commons was <br /> created knowing the corridor improvements to serve it would be coming. The other new <br /> Ireland Road businesses that have sprung up have recently been joined by a new retail <br /> building on South Michigan Street. More such developments are in the works. <br /> The Department of Community Investment lead the project on the City's behalf. Much <br /> of the planning and construction was funded through the Southside TIF. DCI's work <br /> began with a series of public meetings seeking input on the needs of the area. That <br /> was followed with a series of meetings with residents, property owners, and business <br /> operators on the corridor to determine the best way to not only build the project with <br /> least disturbance to their operations, but how to optimize the alignment of the project to <br /> enhance their access to the street network and the public's access to their businesses <br /> once the project was completed. <br /> The consulting engineer, Lawson-Fisher Associates, was involved in many of these <br /> meetings and provided alternative ways of accomplishing various features of the <br /> project. DCI and Engineering staff reviewed the proposals, sometimes refining ideas <br />
