COPY OF THE MINUTES FOR RESOLUTION NO. 1370-85 <br /> A public hearing was held on the resolution at this time. Mayor Parent <br /> introduced members of the various boards and committees there were in <br /> attendance. James Seitz , Superintendent of Parks, read a letter from <br /> Richard Kromkowski, president of the Park Board indicating they recommend <br /> the City acquire the stadium by lease/purchase agreement. David Roos, <br /> administrative assistant, reviewed the fiscal plan. He indicated the <br /> lease/purchase would be $5,500, . 000 ; TIF $750 ,000; CDBG $250 , 000 ; Revenue <br /> Sharing $250,000; Cable $270 , 000; Private Fund Drive $500, 000 , for a total <br /> of $7 , 520, 000 . He indicated the updated construction items are : <br /> construction $4,451,767; land transfer ($400, 000 ) ; Revenue and Public <br /> Works $1, 691, 000 ; architect fees $385,710 for a total of $6 , 529,456. <br /> Michael Vance, Controller, indicated that part of the financing will be <br /> through lease/purchase over a ten year period, with semi-annual payments <br /> and an interest rate of 9 1/4%. Richard DeFlon, of Hellmuth, Obata and <br /> Kassabaum architects, showed slides of the proposed stadium. Mayor Parent <br /> indicated this would be a top class quality stadium. The following people <br /> spoke in favor of the proposed stadium: Eugene Czyzewski, 837 N. Elmer; <br /> Wendall Walsh, 2403 Hollywood; Ron Marino, 56340 Miller Rd; Alanzo Watson, <br /> 1435 Corby, Renalda Robinson, 737 N. Frances; T. Brook Brademas ; Charles <br /> Rhodes, 625 S. Clearview, Van Gates, 1449 Garland Circle, Jan Jackiel, <br /> President of the Chamber of Commerce, Ed Levy, Freeman-Spicer, Jim Cook, <br /> 401 E. Colfax; Jim Rinebold, 1907 E. 6th; Jeff Reese, 1518 N. Brookfield <br /> and Bruce Ruffert, 5628 Mayflower. Two letters were received in support <br /> of the stadium; one from Western Avenue Business Council and the other <br /> from the president of the South Bend Redevelopment Commission. The <br /> following people spoke against the stadium: Joe Guentert, 3510 Corby; <br /> Irene Mutzl, president of the Fair Tax Association; Ken Donally, 2605 <br /> Frederickson; Christine Murdock, 411 N. Ironwood; Richard arrow, 2106 1/2 <br /> Leer; Ralph Johnson, 142 E. Murray; David Nowak, 1427 Hampshire, submitted <br /> a petition with 52 signatures against the stadium; Paul Bradfield, 812 <br /> Cottage Grove; Gene Palmer, 121 N. Hawthorne; Nancy Tenbroeck, 525 <br /> Edgewater; Jack Henderson, 1205 Emerson; Gaylord Frisk, 845 Fairway; Dot <br /> Jones, 204 Tonti; Janet Allen, 125 W. Marion; George Butt, 705 County Club <br /> Lane; Roman Kowalski, 302 Birchwood; Herbert Herndeen 710 W. Washington. <br /> Council Member Taylor made a motion to adopt this resolution, seconded by <br /> Council Member Serge. The resolution was adopted by a roll call vote of <br /> seven anyes and two nays (Council Members Crone and Voorde. ) <br />
