Mayflower-Western Annexation Area 6 <br /> SECTION III. MUNICIPAL SERVICES <br /> A. Public Works <br /> Sewer - A 10"-diameter sanitary sewer pipe in Huron Street runs through the Annexation Area <br /> and connects to Scenic Drive east of Mayflower Road. Also, an 8"-diameter pipe provides <br /> service to the existing restaurant within the Annexation Area. No additional expenditures will <br /> be needed to extend sanitary sewer facilities. <br /> Development of the site requires a drainage plan. The site does not have a public storm <br /> sewer, ditch, stream, or other surface water outlet available. Retention basins and low impact <br /> means to promote infiltration of surface water will be required. The developer will be required <br /> to create a surface water pollution prevention plan and obtain a stormwater discharge permit <br /> prior to disturbing land. <br /> Water-The South Bend Water Works currently has a 10" water main on the south side of <br /> Western Avenue that crosses Mayflower Road to provide service. This water main will provide <br /> adequate service to the Annexation Area. Because the Western Avenue line is a dead-end <br /> water main from Summit Drive, Water Works recommends installing a water main from the <br /> existing stub on Mayflower Road to the existing line at Scenic Drive and Clearview Place to <br /> loop the service. <br /> Extensions of, or taps into sanitary sewer and water lines shall be governed by I.C. 36-9-22-2, <br /> I.C. 8-1.5-3 and 4, and the rules and regulations of the South Bend Water Works and Sewer <br /> Utility. <br /> Street Lighting - No street lighting is currently provided on the streets within the Annexation <br /> Area. Lighting through an ongoing contract with Indiana Michigan Power can provide street <br /> lighting on wood poles with overhead wiring at a capital cost of$5,000 or less. If the <br /> developer wishes to construct and dedicate additional street lighting, especially of a <br /> decorative nature, the City may accept it for maintenance and operation, supported by <br /> property tax revenue. <br /> Waivers of Annexation - No waivers of right to remonstrate against annexation are in effect <br /> for this area. <br /> Streets -.No new public streets are proposed as part of this annexation. The eastern half of <br /> the adjoining Mayflower Road right-of-way is already within City limits. The balance of the <br /> Mayflower Road right-of-way would be annexed. Huron Street is to be vacated by the <br /> petitioner prior to the annexation. As the Annexation Area does not immediately abut Western <br /> Avenue or Hollywood Boulevard, those right-of-ways are not part of the proposed Annexation <br /> Area. <br /> A traffic impact analysis will be needed for the site to provide safe, efficient traffic movements <br /> in and out of the site on arterial streets. The analysis will predict the need for additional traffic <br />
