RESOLUTION NO . ,493_17 <br /> A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND <br /> RECOMMENDING THAT COUNCIL APPROVAL BE SOUGHT <br /> ON ALL MATTERS INVOLVING PRIVATIZATION <br /> WHEREAS , the Common Council acknowledges that numerous <br /> studies and surveys have been conducted nationally on the topic of <br /> privatization ; and <br /> WHEREAS , House Bill No . 1881 which would have provided <br /> municipalities with expanded opportunities to cooperate with the <br /> private sector in providing public services was defeated in the <br /> House by a vote of 47-51 ; and <br /> WHEREAS , the overall concept of privatization should be <br /> thoroughly and comprehensively reviewed at the City level ; and <br /> WHEREAS , the Council believes that the short-term and long- <br /> term goals and effects of privatization should be openly discussed <br /> and weighed . <br /> NOW, THEREFORE , BE IT ORDAINED by the Common Council of the <br /> City of South Bend , Indiana , as follows : <br /> SECTION I . The Common Council believes that the City should <br /> continue to study the concept of privatization and weigh the <br /> overall goals and objectives on specific types of City services <br /> and projects . <br /> SECTION II . However , the Common Council firmly believes that <br /> open discussion between the City Administration and the Common <br /> Council on privatization should continue before further contracts <br /> or lease agreements for the operation of certain public facilities <br /> or the rendering of certain services are let to the private sector . <br /> SECTION III . The Common Council therefore recommends , before <br /> any further items be considered for privatization , that the City <br /> Administration seek the formal approval of the Common Council <br /> through an appropriate Resolution . <br /> SECTION IV.
