RESOLUTION NO. ) 499-87 <br /> A RESOLUTION OF THE COMMON COUNCIL <br /> OF THE CITY OF SOUTH BEND, INDIANA, <br /> URGING THE ST. JOSEPH COUNTY COUNCIL <br /> TO ADOPT THE NECESSARY ORDINANCES ESTABLISHING <br /> A "COUNTY MOTOR VEHICLE EXCISE SURTAX <br /> AND A "COUNTY WHEEL TAX" BEFORE JULY 1 , 1987 <br /> WHEREAS, the Common Council acknowledges that the Arterial <br /> Road and Street Improvement Group was formed in 1983 and has <br /> directed its efforts along nine ( 9) basic guidelines and <br /> objectives, to-wit : <br /> 1 . Priority improvements are primarily to be confined to <br /> the arterial road and street network; <br /> 2. Projects for increasing vehicular capacity, safety and <br /> enhancing land accessibility for economic development are of <br /> primary concern; <br /> 3. Planning is to concentrate on serving the major <br /> commercial , business, serrvice, industrial and residential growth <br /> areas ; <br /> 4. MACOG's 2005 Transportation Plan will serve as the <br /> general guideline for establishing project needs ; <br /> 5. The unfinished 1981-1991 C-EDPP projects are to be <br /> considered as priority needs; <br /> 6. Planning is to be directed towards a five (5) year <br /> extension of the C-EDPP long range plan through 1996; <br /> 7. Examine the costs for arterial road and street needs <br /> versus the available revenues and identify and shortage in funds ; <br /> 8. Investigate possible revenues for increasing funds for <br /> arterial improvements ; <br /> 9. Suggest possible means for securing additional funds for <br /> meeting the arterial road and street improvements needs ; and <br /> WHEREAS , the Common Council notes that the majority of the <br /> elected officials in St. Joseph County, the City of Mishawaka and <br /> the City of South Bend have heard the presentation from the <br /> Arterial Road and Street Improvement Group ; and <br /> WHEREAS , for the continued commercial , business, service , <br /> industrial and residential growth throughout the St. Joseph <br /> County urban area, an efficient roadway network is key to meeting <br /> highway and safety needs ; and <br /> WHEREAS, the Common Council believes that the City of South <br /> Bend , as well as other governmental units , should maximize , to <br /> its highest potential , the current funds for arterial road and <br /> street construction available from federal , state and local <br /> sources ; and <br /> WHEREAS , however , the Council acknowledges that a new <br /> funding source is necessary to meet the roadway construction <br /> costs and on going maintenance costs which are challenging our <br /> community as it continues to grow; and <br />
