RESOLUTION NO. ( 914- 1(7 <br /> A RESOLUTION EXPRESSING THE CONTINUED NEED FOR A PUBLIC <br /> TRANSPORTATION SYSTEM IN THE CITY OF SOUTH BEND AND THE NEED FOR <br /> ADDITIONAL ASSISTANCE WITH PUBLIC FUNDS FOR THE CONTINUED <br /> EXISTENCE OF SAID SYSTEM. <br /> WHEREAS, public transportation is necessary to relieve traffic <br /> congestion in the City of South Bend (City) , <br /> WHEREAS, public transportation is necessary to expand the <br /> economic and social opportunities available to residents of the City, <br /> especially those who cannot freely move about without the services of <br /> public transportation, <br /> WHEREAS, public transportation is a vital public utility to <br /> promote the economic welfare of the community, <br /> WHEREAS, South Bend Public Transportation Corporation provides <br /> vital transportation services to the spectators of the many sporting <br /> events which are conducted in the City, <br /> WHEREAS, it is a public policy of the City to promote and support <br /> public transportation. <br /> WHEREAS, it is in the best interest of the City to maintain a <br /> public transportation system which provides convenient, trustworthy, <br /> efficient and safe mass transportation. <br /> WHEREAS, the need exists to find a way to generate additional <br /> funds for South Bend Public Transportation Corporation from public <br /> assistance. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY <br /> OF SOUTH BEND, AS FOLLOWS: <br /> SECTION I. The City encourages the Indiana General Assembly to <br /> provide additional state aid for public transportation, either <br /> through an increase in the Public Mass Transportation Fund or other <br /> means, as the General Assembly might decide. <br /> SECTION II. The City recognizes a need to raise additional local <br /> funds to share with the State the cost of public transportation, and <br /> the Council will commit itself to helping secure these funds in the <br /> 1988 fiscal year. <br /> SECTION III. The Common Council recognizes the need to continue <br /> the Federal, State and Local partnership in funding for public <br /> transportation. <br /> SECTION IV. The City encourages the State to authorize South <br /> Bend Public Transportation Corporation, as the local operating <br /> agency, to find alternative methods of funding its operating budget <br /> which is reviewed by the State Board of Tax Commissioners. <br /> SECTION V.
