RESOLUTION NO. ( 914- 1(7 A RESOLUTION EXPRESSING THE CONTINUED NEED FOR A PUBLIC TRANSPORTATION SYSTEM IN THE CITY OF SOUTH BEND AND THE NEED FOR ADDITIONAL ASSISTANCE WITH PUBLIC FUNDS FOR THE CONTINUED EXISTENCE OF SAID SYSTEM. WHEREAS, public transportation is necessary to relieve traffic congestion in the City of South Bend (City) , WHEREAS, public transportation is necessary to expand the economic and social opportunities available to residents of the City, especially those who cannot freely move about without the services of public transportation, WHEREAS, public transportation is a vital public utility to promote the economic welfare of the community, WHEREAS, South Bend Public Transportation Corporation provides vital transportation services to the spectators of the many sporting events which are conducted in the City, WHEREAS, it is a public policy of the City to promote and support public transportation. WHEREAS, it is in the best interest of the City to maintain a public transportation system which provides convenient, trustworthy, efficient and safe mass transportation. WHEREAS, the need exists to find a way to generate additional funds for South Bend Public Transportation Corporation from public assistance. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, AS FOLLOWS: SECTION I. The City encourages the Indiana General Assembly to provide additional state aid for public transportation, either through an increase in the Public Mass Transportation Fund or other means, as the General Assembly might decide. SECTION II. The City recognizes a need to raise additional local funds to share with the State the cost of public transportation, and the Council will commit itself to helping secure these funds in the 1988 fiscal year. SECTION III. The Common Council recognizes the need to continue the Federal, State and Local partnership in funding for public transportation. SECTION IV. The City encourages the State to authorize South Bend Public Transportation Corporation, as the local operating agency, to find alternative methods of funding its operating budget which is reviewed by the State Board of Tax Commissioners. SECTION V. This resolution shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor.
