WHEREAS, a petition for real property tax abatement consid- eration has been filed with the Common Council of the City of South Bend , requesting that the area commonly known as 2901 South Main Street , South Rend , Indiana, and which is more particularly described by a line drawn as follows : Lots 84 through 96 , both inclusive Oakside 3rd addition to the City of South Bend be designated as an Economic Revitalization Area under the provisions of Indiana Code 6-1 .1-12 .1-1 , et seq. ; and • WHEREAS, the Redevelopment Commission has concluded an in- vestigation and prepared a report with information sufficient for the Common Council to determine that the area qualifies as an Economic Revitalization Area under Indiana Code 6-1 .1-12. 1-1 , et seq. , and has further prepared maps and plats showing the boundaries and such other information as required by law of the area in question; and WHEREAS the Human Resources and Economic Development Committee of the Common Council has reviewed said report and recommended to the Common Council that the area qualifies as an Economic Revitalization Area. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend , Indiana, as, follows : SECTION I . That the Common Council hereby accepts the report and recommendation of the Human Resources and Economic Development Committee that the area herein described be designated an Economic Revitalization Area and hereby adopts a resolution designa- ting this area as an Economic Revitalization Area for purposes of real property tax abatement. SECTION II. That this designation shall be limited to five (5) calendar years from the date of the adoption of this Resolution by the Common Council . SECTION III. That the Common Council directs the City Clerk to cause notice of the adoption of this resolution to he published , said publication providing notice of the public hearing before the Common Council on said declaration. SECTION IV. This Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. We will manufacture truck bodies and highway trailers. The equipment is primarily metal working equipment and specialized cutting, forming and riveting lines. Land use area 159, 000 sa . ft. factory. 3.400 sa . ft . office. All essential to commencement of operations. (15) The project will create : 60 new, permanent fulltime jobs , representing a new annual payroll of $950, 000.00 . and will maintain -0- existing permanent fulltime and -0- existing permanent parttime jobs with an annual-payroll of $ N/A (16) No building permit has been issued for construction on the Property in connection with the improvement in question as of the date of filing of this petition. Manufacture Truck bodies. trailers • (18) The Property is located in the following Allocation Area declared and confirmed by the South Bend Redevelopment Commission: None (19) Other anticipated public financing for the project ( including , if any, industrial revenue bonding to be sought or already authorized , assistance through the United States Department of Housing and Urban Development funds from the City of South Bend , Small Business Association Section 503 financing through the Business Development Corporation of South Bend , Mishawaka, and St. Joseph County, Indiana; or other public financial assistance) : None at present but we plan to seek Municipal , State or Federal funds for modernization and expansion • -3- (20) Describe how the Property has become undesirable for or impossible of normal development and occupancy because of lack of development, cessation of growth, deterioration of improvements or character of occupancy, age , obsolescence, substandard buildings, or other factors which have impaired values and prevent a normal development of the property or property use : , Roof and outer walls need to be replaced. Heating and plumbing are totally obsolete and substandard. Pneumatic and electrical needs repair and renovation.
