RESOLUTION NO. 1538-87 <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY <br /> OF SOUTH BEND, INDIANA APPROVING A PETITION FOR <br /> AN EXCESS LEVY OF THREE CENTS PER ONE HUNDRED DOLLARS <br /> OF ASSESSED VALUATION AS PERMITTED PURSUANT TO <br /> I .C. 6-1. 1-18.5-13. <br /> WHEREAS, the Common Council recognizes that I.C. 6-1.1-18. 5-13 , <br /> permits a civil taxing unit to increase its levy on property at a tax rate <br /> of three cents ( 0. 03 ) per one hundred dollars ( $100. 00) of assessed <br /> valuation; <br /> WHEREAS, the Council further recognizes that TRANSPO is facing a <br /> budget deficit due to a substantial decrease in federal operating <br /> assistance; <br /> WHEREAS, the additional funding would assist in balancing TRANSPO' s <br /> budget and would assist them in the retention of current services used by <br /> the youth, the disabled, and low income and senior citizens of our <br /> community who use TRANSPO as their only transportation to work, school, <br /> and medical services; <br /> WHEREAS, the initial step in the State law procedure is for the Common <br /> Council to adopt a resolution approving said increase with the second step <br /> being the local government tax control board approving it based upon <br /> providing adequate transportation services to the area. <br /> NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of <br /> South Bend, Indiana, as follows: <br /> SECTION I. The Common Council of the City of South Bend, hereby <br /> approves a petition for an excess levy of three cents per one hundred <br /> dollars of assessed valuation as permitted pursuant to I.C. 6-1. 1-18.5-13 . <br /> SECTION II.
