Resolution No. 1581-87 <br /> A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, COMMENDING MICHAEL L. VANCE FOR HIS SIXTEEN <br /> AND ONE-HALF (16 1/2) YEARS OF DEDICATED PUBLIC SERVICE TO <br /> THE CITY OF SOUTH BEND. <br /> WHEREAS, the Common Council of the City of South Bend, <br /> Indiana, recognizes with pride that MICHAEL L. VANCE served <br /> under three (3) mayors, namely: Mayor Miller, Mayor Nemeth, <br /> and Mayor Parent; and <br /> WHEREAS, the Common Council further recognizes that <br /> MICHAEL L. VANCE began his career with the City as an <br /> Engineering Aide on July 1, 1972; and <br /> WHEREAS, career advancements elevated MICHAEL L. VANCE <br /> from an Engineering Aide III on January 1, 1973 to a <br /> Superintendent I for Wastewater Treatment on May 1, 1973 ; to <br /> Auditor on September 19, 1975; appointed by Mayor Nemeth to <br /> Chief Deputy Controller on September 12, 1977; appointed <br /> Director of Utilities on March 9, 1981; and appointed City <br /> Controller by Mayor Parent on February 20, 1984 ; and <br /> WHEREAS, MICHAEL L. VANCE has served with distinction <br /> on numerous boards some of which include: the Board of <br /> Public Works, the Century Center Board of Managers, and <br /> numerous collective bargaining teams; and <br /> • <br /> WHEREAS, MICHAEL L. VANCE has earned a reputation of <br /> implementing sound fiscal management policies; improved <br /> computerized communications; cost-effective policies and <br /> procedures; and stream-lined budgetary procedures; and <br /> WHEREAS, MICHAEL L. VANCE will long be remembered as a <br /> hardworking public servant who served our City well, <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA, as follows: <br /> SECTION I. On behalf of all of the citizens of the <br /> City of South Bend, Indiana, the Common Council hereby <br /> publicly commends and thanks MICHAEL L. VANCE for his <br /> sixteen and one-half (16 1/2) years of dedicated public <br /> service to the City of South Bend. <br /> SECTION II. The Common Council wishes Michael <br /> continued success and good fortune as he embarks on new <br /> career opportunities. <br /> SECTION III.
