Substitute Bill No. <br /> ORDINANCE NO. <br /> AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br /> INDIANA, ESTABLISHING A NEW 311 CALL CENTER FUND #279 <br /> STATEMENT OF PURPOSE AND INTENT <br /> The City of South Bend 311 Call Center is a recent, successful service, commenced in <br /> 2012. With one easy phone number (311), citizens can ask questions or report non-criminal <br /> concerns about any matter within the City of South Bend, and the concern is addressed. The <br /> City's 311 Call Center is a separate City Department, presently having 6.5 full time, budgeted <br /> employees. The accounting for costs and services of the 311 Call Center's has been done within <br /> General Fund #101, Account No. 101-0104. User fees are assessed to the various City <br /> Departments in relation to the number of calls required to handle citizen issues of each <br /> Department. <br /> It is in the interest of government transparency and fiscal efficiency to create a separate <br /> fund to handle the costs and expenses of the City's 311 Call Center. This ordinance establishes a <br /> new and separate Fund#279 for that purpose. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF <br /> THE CITY OF SOUTH BEND, INDIANA as follows: <br /> SECTION I. A new Fund #279 to be known as the "311 Call Center Fund" is hereby <br /> established for the purpose of receiving user fees from various City Departments and <br /> appropriating those funds for expenses of the City's 311 Call Center. <br /> SECTION II. Chapter 2, Article 14 is hereby amended to add a new Section 2-170.16 <br /> which shall read in its entirety as follows: <br /> Sec. 2-170.16. 311 Call Center Fund. <br /> Effective January I, 2016, the 311 Call Center Fund (No. 279) is established to receive pro <br /> rata fees from various City Departments to be used to defray the expenses of the City of South <br /> Bend 311 Call Center. <br />
