Airport Economic Development Area <br />(1) Proposal for Job Training Services <br />Ms. Leonard noted that she has worked with <br />Project Impact over the last six months or so <br />to refine a budget for that program. Under <br />Indiana Statute, tax increment finance funds <br />may be used for job training in the TIF area <br />under certain circumstances. One of those <br />circumstances is job training of residents of <br />an Urban Enterprise Zone. That is the way <br />this proposal was designed. We often hear <br />from area businesses that there is a lack of <br />job -ready and trained individuals to fill <br />positions which would enable these <br />businesses to expand. Project Impact <br />proposes to work with a hard -to -place <br />population of formerly incarcerated felons. <br />By intervening with this population, it is <br />hoped they can find the path to legitimate <br />and fulfilling work and not return to a life of <br />desperation and crime. <br />Mr. James Summers indicated that lie would <br />be the executive director of Project Impact <br />and would lead the program for life skills <br />training and career development for the <br />individuals who would be in the program. <br />Ms. King had several questions for Mr. <br />Summers. She asked how many full time <br />equivalent employees would be employed by <br />the program. Mr. Summers responded that <br />they expect 150 participants in the program <br />with 50 participants completing the 12 -month <br />program and a minimum of 25 participants <br />being hired per year. <br />14 <br />
