That the contract dated the 30th day of <br />September, 1930, made and entered into by and between the City <br />of South Bend, acting by and through its Board of Public Viorks, <br />and James H. Whitmarsh, be and is hereby approved and confirmed <br />and said James H. Whitmarsh is hereby granted the rights, <br />privileges and authority as set forth in said contract, and in <br />accordance with the terms, provisions and conditions thereof. <br />SECTION 2.
