Resolution No. i i [14 -9(3 <br />A RESOLUTION OF THE COMMON COUNCIL OF <br />THE CITY OF SOUTH BEND, INDIANA <br />DESIGNATING MARCH 12 -18, 1989, AS <br />NATIONAL ADULT AND CONTINUING EDUCATION WEEK <br />IN THE CITY OF SOUTH BEND, INDIANA I-) <br />WHEREAS, national statistics indicate that there are 27 <br />million adults who are functionally illiterate and in need <br />of basic skills and instruction, and <br />WHEREAS, there has been a significant growth in the <br />population aged 65 years or older with over 23 million <br />Americans in that age category; and <br />WHEREAS, adult education and continuing education <br />programs offer opportunities for personal growth, job <br />enrichment and career advancement, as well as providing <br />programs for the special needs of displaced workers, high <br />school drop outs, the handicapped, and the older adults; and <br />WHEREAS, throughout the nation at the federal, state, <br />county and local levels of government private and public <br />educational institutions are being commended for their <br />positive impact and highly successful continuing education <br />programs. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br />the City of South Bend, Indiana, as follows: <br />SECTION I. On behalf of all of the citizens of South <br />Bend, Indiana, the Common Council publicly commends all <br />public and private educational institutions for providing <br />adult and continuing education programs to the residents of <br />our area. <br />SECTION II. The Common Council hereby declares March <br />12 through March 18, 1989 as "National Adult and Continuing <br />Education Week in the City of South Bend, Indiana." <br />SECTION III.
