RESOLUTION NO.( 4 o — <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, PUBLICLY RECOMMITING TO FULL IMPLEMENTATION OF THE <br />AMERICANS WITH DISABILITIES ACT (ADA) UPON THIS TWENTY -FIFTH <br />ANNIVERSARY OF ITS ENACTMENT <br />WHEREAS, on July 26, 1990 President George H. W. Bush signed into law the <br />Americans With Disabilities Act (ADA) to ensure the civil rights of persons with disabilities; <br />and <br />WHEREAS, the ADA established a clear and comprehensive national mandate for the <br />elimination of discrimination against individuals with disabilities; and <br />WHEREAS, enactment of the ADA at the federal and State levels and its incorporation <br />into South Bend's Human Rights ordinance has expanded opportunities for Americans with <br />disabilities by reducing barriers, changing perceptions, and increasing full participation in <br />community life, all of which enhance the strength and energy of the South Bend community; and <br />WHEREAS, the full promise of the ADA depends on the sustained commitment to <br />continue all efforts to fully implement the ADA <br />WHEREAS, the City of South Bend wishes to celebrate and recognize the progress that <br />has been made by reaffirming the principles of equality and inclusion and recommitting the <br />City's efforts to reach full ADA compliance. <br />NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL OF THE <br />CITY OF SOUTH BEND, INDIANA as follows: <br />SECTION I.
